This wonderful sundial is not in Zittau, but in 02625 Bautzen (Rathausplatz=Town hall square), that is about 50 km away. It was made 1817/1818 by the mechanicien Christian Gottlob Scheppig. It is listed in the German sundial database (ID 5307).
